Harrington Raine is a UK HR, employment law and regulatory consultancy built around a simple idea: employers should be able to get clear, commercially useful advice from experienced people when they actually need it.
We provide ongoing and project-based support to employers across England, Scotland and Wales, helping businesses deal with workplace issues, make informed decisions and put those decisions into practice.
WHAT WE DO
Harrington Raine supports employers with the day-to-day decisions, processes and documentation that come with managing people.
Our work includes outsourced HR support, employment-law advice, employee relations, employment contracts and policies, and practical support with disciplinaries, grievances, performance, sickness absence, redundancy, TUPE and dismissals.
We also support employers with settlement agreements, Employment Tribunal defence and hands-on HR consultancy where an experienced consultant is required to chair or participate directly in an internal workplace process.
The aim is straightforward: to give employers a clear understanding of their position, a practical recommendation and the support needed to put that decision into effect.
Alongside HR and Employment Law, Harrington Raine is being developed as a broader regulatory consultancy, with Health & Safety and ISO support forming part of the wider service offering.

THE FOUNDERS
Harrington Raine was founded to build a different kind of employer advisory business — combining strong technical advice with commercial judgement, responsive service and disciplined business management.
The company is led by James Rowland and Samantha Burns Cooke, bringing together experience across HR and employment law consultancy, professional-services leadership, finance and commercial management.
James Rowland, Managing Director
James leads Harrington Raine’s commercial, advisory and service strategy. He has around 14 years’ experience in HR and employment-law consultancy, alongside experience building and operating professional-services businesses supporting employers.
His background combines practical employee-relations and employment-law work with business development, operational leadership and commercial decision-making.
Samantha Burns Cooke, Finance Director
Samantha leads the financial management and financial governance of Harrington Raine, helping ensure the business grows with the commercial discipline and operational foundations required to support clients properly over the long term.
Her role brings financial oversight into the leadership of the business from the outset, alongside responsibility for supporting the company’s wider financial planning and development.
